The state's top insurance manager in charge of consumer protection believes that the market, not government, would resolve the nation's health care crisis.

"Entrepreneurs in America have always responded to demand," Colorado Insurance Commissioner Dave Rivera told a new audience of health insurance brokers.

Instead of over adaptable insurers, he trusts in letting new products flourish and, in turn, disclosing risk and plunder to consumers.

Not surprisingly, he's a fan of high-deductible health plans and mandate-light insurance policies, which give consumers greater elasticity to shop for the benefits and services they want.
